Which comes first, the programmable network or the OSS?

Don explains why the ETSI process has developed in the way it has and why there is a tricky consensus being forged around OSS. One group of operators want to ensure that SDN/NFV can be made to elide with their existing OSS without being too disruptive, the second group see the new technology as a chance for OSS transformational change.
